How to submit a Project Outline
A Project Outline (PO) must be a concise (max. 15 pages) document, clearly explaining your project idea and goals, as well as the chances of successful exploitation of the results after the project is completed.
It must be prepared according to the PO guidelines, using the PO template and the mandatory project statistics-sheet. All these documents are included in one zip-file.
You should submit your PO to the ITEA 2 Office for technical evaluation by the ITEA 2 Steering Group. Based on the evaluation results and the feedback of the Public Authorities, the ITEA 2 Board Support Group decides which proposals are accepted or rejected. If your proposal is approved, you'll be invited to submit a Full Project Proposal (FPP).
Project Outlines have to be submitted by 30 March 2007, in digital format, either by email to
[email protected] or by uploading them to our website.
Each partner in the project consortium must submit a Letter of Intent (LoI). The signed LoI must be sent to the ITEA Office (by postal mail - see contact for the address) by 17 April 2007. To inform us, you may send a copy by fax in advance. These letters must be:
- printed on company notepaper
- signed by an authorised person

Evaluation and selection criteria
Ideally a consortium should include partners from large industries, SMEs and universities/research institutes. The preferred project size is between 40 and 300 person-years.
Your PO will be evaluated and selected according to the following criteria:
- Relevance to the ITEA 2 domains and core technologies (see technical content)
- Technical state-of-the-art
- is the technical state-of-the-art (including technical background) adequately described?
- Market relevance (market state-of-the-art)
- Is there an adequate “Market Analysis” section (including competitors description)?
- Are the market opportunities clearly documented for each partner?
- Applicative innovation and achievements
- Is the project innovative enough, and is this innovation adequately described?
- Are the concrete final results clearly described?
- Exploitation and dissemination
- Is there an adequate description of the exploitation perspectives and dissemination (publications and standardisation)?
- Are the future potential products or services identified?
- Project management and work plan
- Is there an adequate work plan?
- Is there an adequate project management plan?
- Is the role and contribution of each partner clearly defined?
- Effort justification
- Is there a convincing “Rationale for Funding”?
- Is the total effort in line with the work and the objectives to be achieved?
- Is the effort of each partner in line with the work to be done?
- Project consortium
- Is there sufficient R&D competence and competitiveness in the consortium?
- Is the consortium balanced with respect to partner types (i.e. large industries, SMEs and universities/research institutes)?
- Is the consortium balanced with respect to countries (and in accordance with EUREKA rules)?
- Is the added value of each partner's cooperation identified?
- Contacts with Public Authorities
- Were the Public Authorities contacted (and is the outcome likely to be positive)?
The main focus in the PO phase is on the following three criteria:
- Technical state-of-the-art
- Market relevance
- Applicative innovation and achievements
While preparing the PO, you must keep in touch with the Public Authorities in all participating countries in order to ensure that your proposal fits within each country's priorities and funding rules. For contact details, click on National Funding.
